Syria: 237 Persons Arrested in “Peace Spring” and “Olive Branch” Territories — in November and December 2020

Only 104 persons were reportedly released, while the remaining 133 continue to be held incommunicado, among them 18 women, and 3 minors

In the territories of military operations code-named Peace Spring and Olive Branch, controlled chiefly by the factions of the opposition-affiliated Syrian National Army (SNA) and the Turkish military, arbitrary arrests, detentions, and forced disappearances continue to be carried out. Syrians for Truth and Justice (STJ) has documented no less than 237 arrest/detention cases in November and December 2020. At the time of reporting, early January 2021, only 104 persons were reportedly released. The remaining 133 are still detained incommunicado.

This report provides the toll of abuses reported above. It draws on information obtained from several sources and documented in STJ’s database. In addition to STJ’s network of field researchers, the sources include locals, eyewitnesses, and sources affiliated with the SNA services and factions.

1. Peace Spring territories: arrests in Ras al-Ayen/Serê Kaniyê‎ and Tell Abiad

In Peace Spring territories, STJ documented six arrests, as perpetrated by the Military Police. In Ras al-Ayen/Serê Kaniyê, two men were arrested on charges of dealing with the Autonomous Administration. Other four were arrested on charges of arms possession in Tell Abiad, however. All six men remain held incommunicado.

  1. On 9 November, Suleiman Muhammad was arrested at Mabrouka village on charges of dealing with the Autonomous Administration.
  2. On 9 November, Razzouq Nzailan was arrested at Ras al-Ayen/Serê Kaniyê city on charges of dealing with the Autonomous Administration.
  3. On 30 November, Issa al-Ibrahim was arrested at al-Qaysariya village in Tell Abiad on charges of arms possession.
  4. On 30 November, Shawakh Muhammad al-Ibrahim was arrested at al-Qaysariya village in Tell Abiad on charges of arms possession.
  5. On 30 November, Khaled Issa al-Ibrahim was arrested at al-Qaysariya village in Tell Abiad on charges of arms possession.
  6. On 30 November, Khalil Issa al-Ibrahim was arrested at al-Qaysariya village in Tell Abiad on charges of arms possession.

2. Olive Branch territories: arrests in Afrin region

In Olive Branch territories, areas across Afrin region, STJ documented 231 cases of arrest, detention, and forced disappearance. The persons involved were subjected to these abuses on various charges, most frequently for dealing with the Autonomous Administration or refusing to pay fine/royalties imposed by the de facto authorities in the region.

The reported arrests were carried out against four minors, 22 women, and 205 men. At the time of reporting, only 104 were released, the remaining 127, including 18 women and three minors, were still held incommunicado.

1.   Arrests in Afrin district

In Afrin district, STJ documented the arrest of 55 persons, including two women and two minors, all perpetrated by the Military Police. Only 22 were reportedly released, while the 33 others, including the women and minors, continue to be detained incommunicado.

  1. On 2 November, Muhammad Najjar was arrested at Marateh village and released later.
  2. On 1 December, Azad Ismail was arrested at Midanki village on charges of dealing with the Autonomous Administration. He remains held incommunicado.
  3. On 3 December, Muhammad Hassan Sheikh Sadik was arrested at Maratah village. He remains held incommunicado.
  4. On 4 December, Ghazalah Mannan Salmo, 40, was arrested at Bosoufane village. She remains held incommunicado.
  5. On 4 December, Salah Ibrahim Sheikho Abdo was arrested at Kerzayhel village. He remains held incommunicado.
  6. On 3 December, Walid Hassan Abed was arrested at Maratah village and released later.
  7. On 4 December, Arab Shahin Arabo was arrested at Bosoufane village and released later.
  8. On 4 December, Izzedine Ibrahim was arrested at Bosoufane village and released later.
  9. On 4 December, Junblatt Said Junaid was arrested at Bosoufane village and released later.
  10. On 4 December, Gharib Mousa Nabo was arrested at Bosoufane village and released later.
  11. On 4 December, Nabbo Ali Osso was arrested at Bosoufane village and released later.
  12. On 4 December, Ramzi Fawzi Ahmad Alo was arrested at Bosoufane village and released later.

  55. On 28 December, Firas al-Khalil was arrested at Afrin city on charges of dealing with the Autonomous Administration. He remains held incommunicado.
2.   Arrests in Bulbul district

In Bulbul district, STJ documented six arrests, all perpetrated by the Military Police. While five were reportedly released, one person is still held incommunicado.

  1. On 12 November, Muhammad Darwish was arrested at Bêkê village on charges of dealing with the Autonomous Administration and performing the mandatory duty of self-defense when the area was still controlled by the administration. He was released a few days later.
  2. On 12 November, Ibrahim Muhammad Maho was arrested at Bêkê village on charges of dealing with the Autonomous Administration and performing the mandatory duty of self-defense when the area was still controlled by the administration. He was subsequently released.
  3. On 12 November, Khairuddin Muhammad Sheikh Mousa was arrested at Bêkê village on charges of dealing with the Autonomous Administration and performing the mandatory duty of self-defense when the area was still controlled by the administration. He was subsequently released.
  4. On 12 November, Ahmad Muhammad Sheikh Mousa was arrested at Bêkê village on charges of dealing with the Autonomous Administration and performing the mandatory duty of self-defense when the area was still controlled by the administration. He was subsequently released.

  6. On 20 December, Habash Arasalan Habash was arrested at Bêkê village without clear charges. He remains held incommunicado.
3.   Arrests in Rajo district

In Rajo district, STJ documented the arrest of 50 persons, including four women and two minors. Only 22 were released, but the rest are still held incommunicado, among them the women and the two minors. The Military Police perpetrated 45 of the said arrests, while Liwa al-Majd/al-Majd Brigade perpetrated a single arrest. In the case of the four other reported arrests/kidnappings, perpetrators continue to be unidentified.

A.    Arrests by the Military Police
  1. On 6 November, Mustafa Koleen Alo was arrested while crossing a checkpoint at the Katakh intersection. Alo’s arrest was meant to coerce his son into surrendering himself. He was subjected to severe beating in detention and released two weeks later in exchange for money.
  2. On 22 November, Howkar Mustafa Koleen Alo was arrested on charges of performing the duty of self-defense when the Autonomous Administration was still in control of the area. He remains held incommunicado.
  3. On 2 November, Omar Murad was arrested at Ba’dina village on charges of dealing with the Autonomous Administration. He remains held incommunicado.
  4. On 2 November, Hussain Ahmad Ali was arrested at Ba’dina village on charges of dealing with the Autonomous Administration. He remains held incommunicado.
  5. On 2 November, Muhammad Mustafa Gergi was arrested at Ba’dina village on charges of dealing with the Autonomous Administration. He remains held incommunicado.
  6. On 8 November, Ass’ad Ibrahim Mannan was arrested at Ba’dina village without clear charges. He was subsequently released.
  7. On 8 November, Adel Khalil Sido was arrested at Ba’dina village on charges of dealing with the Autonomous Administration. He was subsequently released.
  8. On 8 November, Rif’at Khalil Habbo was arrested at Ba’dina village on charges of dealing with the Autonomous Administration. He was subsequently released.
  9. On 8 November, Khalil Haider Ja’far was arrested at Ba’dina village without clear charges. He was subsequently released.
  10. On 8 November, Rustum Mustafa Kakaj was arrested at Ba’dina village without clear charges. He was subsequently released.
  11. On 8 November, Mustafa Muhammad Abish was arrested at Ba’dina village without clear charges. He was subsequently released.
  12. On 8 November, Ahmad Aref Abish was arrested at Ba’dina village without clear charges. He was subsequently released.
  13. On 8 November, Hassan Aref Ossman was arrested at Ba’dina village without clear charges. He was subsequently released.
  14. On 18 November, Hannan Mustafa Sha’ban was arrested at Ba’dina village on charges of carrying a weapon. He remains held incommunicado.
  15. On 18 November, Ahmad Ali Hourow was arrested at Ba’dina village on charges of carrying a weapon. He remains held incommunicado.
  16. On 18 November, Luqman Omar Muhammad was arrested at Ba’dina village on charges of carrying a weapon. He remains held incommunicado.
  17. On 18 November, Muhammad Khalil Sido was arrested at Ba’dina village on charges of carrying a weapon. He remains held incommunicado.
  18. On 30 November, Khalil Muhammad Sha’ban was arrested at Ba’dina village on charges of carrying a weapon. He was subsequently released.
  19. On 30 November, Rif’at Hussain Muhammad was arrested at Ba’dina village on charges of carrying a weapon. He remains held incommunicado.
  20. On 30 November, Omar Bayram Alo was arrested at Ba’dina village on charges of carrying a weapon. He remains held incommunicado.
  21. On 25 November, Ramadan Muhmmad Ali Hajj was arrested at Ba’dina village on charges of carrying a weapon. He remains held incommunicado.
  22. On 25 November, Ramzi Muhmmad Ali was arrested at Amuda village on charges of carrying a weapon. He remains held incommunicado.
  23. On 25 November, Ali Adnan Ali was arrested at Amuda village on charges of carrying a weapon. He remains held incommunicado.
  24. On 11 November, Hanif Ibrahim Rotto was arrested at Ammaro village on charges of carrying a weapon. He was transferred to Afrin city, where he remains held incommunicado.
  25. On 1 November, Muhyiddin Rashid Eibo was arrested at Quda village on charges of dealing with the Autonomous Administration. He was subsequently released.
  26. On 22 November, Muhammad Ma’rouf Eibo was arrested at Quda village on charges of dealing with the Autonomous Administration. He was subsequently released.
  27. On 1 November, Zakariya Haider Sheikh was arrested at Quda village on charges of dealing with the Autonomous Administration. He was subsequently released.
  28. On 22 November, Muhammad Shaiban Haider Sheikho was arrested at Quda village on charges of dealing with the Autonomous Administration. He was subsequently released.
  29. On 22 November, Rif’at Hassan Hajj Mousa was arrested at Quda village on charges of dealing with the Autonomous Administration. He was subsequently released.
  30. On 22 November, Salah Hannan Osman was arrested at Quda village on charges of dealing with the Autonomous Administration. He was subsequently released.

  35. On 1 December, Muhammad Sabri Suleiman was arrested at Ghouliya village and released later.
  36. On 11 December, Saleh Hajj Hamad was arrested at Maydān Akbis village. He remains held incommunicado.
  37. On 11 December, Muhammad Mustafa was arrested at Maydān Akbis village. He remains held incommunicado.
  38. On 11 December, Farouq Khalil Hamo was arrested at Maydān Akbis village. He remains held incommunicado.

B.     Single arrest perpetrated by the Liwa al-Majd/al-Majd Brigade
  1. On 2 November, Shahin Safar Sido was arrested at Koussa village and released later. However, on 7 November, Liwa al-Majd arrested him once again. He remains held incommunicado.
C.     Arrests/kidnappings by unidentified perpetrators
  1. On 24 November, Asiya Muhammad Jarou, 63, was kidnapped by unknown persons at the Kaziyah/Gazê village, reported a local source from Afrin. She remains held incommunicado.
  2. On 24 November, Halima Mousa Jouliyeh, 60, was kidnapped by unknown persons at the Kaziyah/Gazê village, reported a local source from Afrin. She remains held incommunicado.
  3. On 24 November, Mawloudah Muhammad Jabo, 65, was kidnapped by unknown persons at the Kaziyah/Gazê village, reported a local source from Afrin. She remains held incommunicado.
  4. On 24 November, Kouli Nouri Rashid, 40, was kidnapped by unknown persons at the Kaziyah/Gazê village, reported a local source from Afrin. She remains held incommunicado.
4.   Arrests in Shaykh al-Hadid district

In Shaykh al-Hadid district, STJ documented the arrest of 31 persons, including two women. One woman and 18 men were released, but the other 12 are still detained incommunicado.

  1. On 28 November, Sufiyan Akram Nabo was arrested by the Military Police at Anqele village. He remains held incommunicado.
  2. On 28 November, Za’im Muhammad was arrested by the Military Police at Anqele village. He remains held incommunicado.
  3. On 29 November, Baker Jamil Rushoulik was kidnapped by unknown persons at Jaqla Wisttani village, reported a local source of the SNA. However, eyewitnesses recounted that Rushoulik was arrested by members of the Suleiman Shah Brigade (also known as al-Amshat), because, as the Mukhtar, he broke the orders of the brigade’s commander Abu Amsha, which provided for collecting royalties from residents in exchange for harvesting olive trees. He remains held incommunicado.
  4. On 29 November, Muhammad Abdeen Ahmad was arrested at Anqele village. The SNA reported otherwise, saying he was kidnapped by unknown persons. He remains held incommunicado.
  5. On 29 November, Josephine Sheikho Hamid was arrested. The SNA reported that she was kidnapped by unknown persons. However, eyewitnesses recounted that the Military Police arrested Josephine, together with her mother and sister, after her brother posted photographs of her divorcee, posing with personnel of the Syrian regime forces. The brother was arrested too, once he returned to the village. About the divorcee, Abdeen Omar Ahmad, he was already in the hold of the Military Police. Josephine was released on 3 December, added the eyewitnesses.
  6. On 29 November, Nourhmeen Kilo was arrested, at odds with the account provided by a source of the SNA, saying she was kidnapped by unknown persons. Eyewitnesses recounted that the Military Police arrested Nour for reasons related to the case mentioned above.
  7. On 29 November, Mikael Sheikho Hamid was arrested, at odds with the account provided by a source of the SNA, saying he was kidnapped by unknown persons. Eyewitnesses recounted that the Military Police arrested Mikael for reasons related to the case mentioned above. He remains held incommunicado.
  8. On 1 December, Ibrahim Hassan Eliko, 32, was arrested at Anqele village. He remains held incommunicado.
  9. On 1 December, Dalil Rashid Eliko, 28, was arrested at Anqele village. He remains held incommunicado.
  10. On 1 December, Mahmoud Ahmad al-Omar was arrested at Anqele village. He remains held incommunicado.
  11. On 18 December, Abdo Jailo was arrested at Kara Mutlaq village. He remains held incommunicado.
  12. On 23 December, Muhammad Muhammad Hussain was arrested at Erendê village. He remains held incommunicado.
  13. On 23 December, Akid Rashid Hassan was arrested at Erendê village and released later.
  14. On 23 December, Abdulrahman Khalil Mustafa was arrested at Erendê village and released later.
  15. On 23 December, Ismail Muhammad Sido was arrested at Erendê village and released later.

  29. On 26 December, Hamid Rashid Hassouro was arrested at Erendê village and released later.
  30. On 27 December, Jihad Rashid Hassouro was arrested at Erendê village and released later.
  31. On 28 December, Abdulrahman Hanif Hussain was arrested at Erendê village and released later.
5.    Arrests in Jindires district

In Jindires district, STJ documented the arrest of 20 persons, including seven women. A woman and two men were released. The remaining 17 continue to be held incommunicado.

  1. On 7 November, Abdulrahman Mustafa Ali was arrested by the Liwa Samarkand/Samarkand Brigade at Kafr Safra village without clear charges. He remains held incommunicado.
  2. On 22 November, Adib Mustafa Abbas was arrested by Ahrar al-Sharqiya (Free Men of the East) at Baflora village due to a dispute with the armed group over the royalties/fines the group has imposed on harvesting olive trees. He remains held incommunicado.

  8. On 28 November, Khalil Hannan Khelo was arrested by the Liwa Samarkand/Samarkand Brigade at Kafr Safra village without clear charges. He was released three days later after paying the armed group a 1000 Turkish Liras (TL).

  12. On 3 November, Ismail Hussain Hamo was arrested by the Military Police at Chobana/Çobana village. He remains held incommunicado.
  13. On 3 November, Birivan Hesso was arrested by the Military Police at Chobana/Çobana village. She was subsequently released.

In Maabatli district, STJ documented the arrest of 60 persons, among them four women. Including two women, only 31 were released, with the rest still being detained incommunicado. The overwhelming majority of these arrests, 52 particularly, were perpetrated by the Military Police; the remaining eight, however, were perpetrated by the Levant Front/al-Jabha al-Shamiya.

In Sharran district, STJ documented the arrest/forced disappearance of nine persons, including three women. Only one person was reportedly released; the rest, including the women, are still held incommunicado.

  1. On 2 November, Khalil Najjar was arrested by members of the Sultan Murad Division at Metino village on charges of harvesting olives from orchards belonging to his paternal cousin, who is currently based in areas held by the Autonomous Administration. He was released two days later.
  2. On 10 November, Basma Ziyad al-Mir and six of her family members were kidnapped by unknown persons at Sharran district, reported a source of the Military Police. The family is originally from Salamiyah, an area in Hama Province. There has been no additional information as to the family’s whereabouts.
