In the territories of military operations code-named Peace Spring and Olive Branch, controlled chiefly by the factions of the opposition-affiliated Syrian National Army (SNA) and the Turkish military, arbitrary arrests, detentions, and forced disappearances continue to be carried out. Syrians for Truth and Justice (STJ) has documented no less than 237 arrest/detention cases in November and December 2020. At the time of reporting, early January 2021, only 104 persons were reportedly released. The remaining 133 are still detained incommunicado.
This report provides the toll of abuses reported above. It draws on information obtained from several sources and documented in STJ’s database. In addition to STJ’s network of field researchers, the sources include locals, eyewitnesses, and sources affiliated with the SNA services and factions.
1. Peace Spring territories: arrests in Ras al-Ayen/Serê Kaniyê and Tell Abiad
In Peace Spring territories, STJ documented six arrests, as perpetrated by the Military Police. In Ras al-Ayen/Serê Kaniyê, two men were arrested on charges of dealing with the Autonomous Administration. Other four were arrested on charges of arms possession in Tell Abiad, however. All six men remain held incommunicado.
- On 9 November, Suleiman Muhammad was arrested at Mabrouka village on charges of dealing with the Autonomous Administration.
- On 9 November, Razzouq Nzailan was arrested at Ras al-Ayen/Serê Kaniyê city on charges of dealing with the Autonomous Administration.
- On 30 November, Issa al-Ibrahim was arrested at al-Qaysariya village in Tell Abiad on charges of arms possession.
- On 30 November, Shawakh Muhammad al-Ibrahim was arrested at al-Qaysariya village in Tell Abiad on charges of arms possession.
- On 30 November, Khaled Issa al-Ibrahim was arrested at al-Qaysariya village in Tell Abiad on charges of arms possession.
- On 30 November, Khalil Issa al-Ibrahim was arrested at al-Qaysariya village in Tell Abiad on charges of arms possession.
2. Olive Branch territories: arrests in Afrin region
In Olive Branch territories, areas across Afrin region, STJ documented 231 cases of arrest, detention, and forced disappearance. The persons involved were subjected to these abuses on various charges, most frequently for dealing with the Autonomous Administration or refusing to pay fine/royalties imposed by the de facto authorities in the region.
The reported arrests were carried out against four minors, 22 women, and 205 men. At the time of reporting, only 104 were released, the remaining 127, including 18 women and three minors, were still held incommunicado.
1. Arrests in Afrin district
In Afrin district, STJ documented the arrest of 55 persons, including two women and two minors, all perpetrated by the Military Police. Only 22 were reportedly released, while the 33 others, including the women and minors, continue to be detained incommunicado.

2. Arrests in Bulbul district
In Bulbul district, STJ documented six arrests, all perpetrated by the Military Police. While five were reportedly released, one person is still held incommunicado.
- On 12 November, Muhammad Darwish was arrested at Bêkê village on charges of dealing with the Autonomous Administration and performing the mandatory duty of self-defense when the area was still controlled by the administration. He was released a few days later.
- On 12 November, Ibrahim Muhammad Maho was arrested at Bêkê village on charges of dealing with the Autonomous Administration and performing the mandatory duty of self-defense when the area was still controlled by the administration. He was subsequently released.

3. Arrests in Rajo district
In Rajo district, STJ documented the arrest of 50 persons, including four women and two minors. Only 22 were released, but the rest are still held incommunicado, among them the women and the two minors. The Military Police perpetrated 45 of the said arrests, while Liwa al-Majd/al-Majd Brigade perpetrated a single arrest. In the case of the four other reported arrests/kidnappings, perpetrators continue to be unidentified.

- On 6 November, Mustafa Koleen Alo was arrested while crossing a checkpoint at the Katakh intersection. Alo’s arrest was meant to coerce his son into surrendering himself. He was subjected to severe beating in detention and released two weeks later in exchange for money.
- On 22 November, Howkar Mustafa Koleen Alo was arrested on charges of performing the duty of self-defense when the Autonomous Administration was still in control of the area. He remains held incommunicado.

C. Arrests/kidnappings by unidentified perpetrators
- On 24 November, Asiya Muhammad Jarou, 63, was kidnapped by unknown persons at the Kaziyah/Gazê village, reported a local source from Afrin. She remains held incommunicado.
- On 24 November, Halima Mousa Jouliyeh, 60, was kidnapped by unknown persons at the Kaziyah/Gazê village, reported a local source from Afrin. She remains held incommunicado.
- On 24 November, Mawloudah Muhammad Jabo, 65, was kidnapped by unknown persons at the Kaziyah/Gazê village, reported a local source from Afrin. She remains held incommunicado.

4. Arrests in Shaykh al-Hadid district
In Shaykh al-Hadid district, STJ documented the arrest of 31 persons, including two women. One woman and 18 men were released, but the other 12 are still detained incommunicado.

- On 29 November, Baker Jamil Rushoulik was kidnapped by unknown persons at Jaqla Wisttani village, reported a local source of the SNA. However, eyewitnesses recounted that Rushoulik was arrested by members of the Suleiman Shah Brigade (also known as al-Amshat), because, as the Mukhtar, he broke the orders of the brigade’s commander Abu Amsha, which provided for collecting royalties from residents in exchange for harvesting olive trees. He remains held incommunicado.
- On 29 November, Muhammad Abdeen Ahmad was arrested at Anqele village. The SNA reported otherwise, saying he was kidnapped by unknown persons. He remains held incommunicado.
- On 29 November, Josephine Sheikho Hamid was arrested. The SNA reported that she was kidnapped by unknown persons. However, eyewitnesses recounted that the Military Police arrested Josephine, together with her mother and sister, after her brother posted photographs of her divorcee, posing with personnel of the Syrian regime forces. The brother was arrested too, once he returned to the village. About the divorcee, Abdeen Omar Ahmad, he was already in the hold of the Military Police. Josephine was released on 3 December, added the eyewitnesses.
- On 29 November, Nourhmeen Kilo was arrested, at odds with the account provided by a source of the SNA, saying she was kidnapped by unknown persons. Eyewitnesses recounted that the Military Police arrested Nour for reasons related to the case mentioned above.
- On 29 November, Mikael Sheikho Hamid was arrested, at odds with the account provided by a source of the SNA, saying he was kidnapped by unknown persons. Eyewitnesses recounted that the Military Police arrested Mikael for reasons related to the case mentioned above. He remains held incommunicado.
- On 1 December, Ibrahim Hassan Eliko, 32, was arrested at Anqele village. He remains held incommunicado.

In Maabatli district, STJ documented the arrest of 60 persons, among them four women. Including two women, only 31 were released, with the rest still being detained incommunicado. The overwhelming majority of these arrests, 52 particularly, were perpetrated by the Military Police; the remaining eight, however, were perpetrated by the Levant Front/al-Jabha al-Shamiya.
