قد خذل مجلس الأمن السوريين. فعلى امتداد نحو ست سنوات من النزاع، لقي ما يقرب من نصف مليون سوري مصرعهم، وأجبر 11 مليون على الفرار من منازلهم. ومؤخرًا، دأبت الحكومتان السورية والروسية وحلفاؤهما على شن هجمات غير مشروعة على شرق حلب، غير عابئين بنحو 250,000 مدنيين عالقين هناك؛ في حين تطلق فصائل المعارضة المسلحة قذائف وقذفات أخرى على الأحياء المدنية في غرب حلب، وعلى الرغم من ذلك، بالنسبة إلى المفوض السامي للأمم المتحدة لحقوق الإنسان “الغارات الجوية العشوائية من قبل القوات الحكومية وحلفائها هي المسؤولة عن معظم الوفيات بين المدنيين.” وبالإضافة إلى ذلك فما زالت مساعي وقف تلك الفظائع وتقديم المسؤولين عنها للمساءلة تتعثر المرة تلو الأخرى بسبب روسيا، التي تواصل إساءة استخدام حق النقض (الفيتو) في مجلس الأمن.
وقد حذر مبعوث الأمم المتحدة الخاص إلى سوريا، ستافان دي ميستورا، من أن الأمم المتحدة لا ينبغي أن تسمح بوقوع “سربرينيتشا أو رواندا أخرى، نراها، للأسف الشديد، توشك أن تقع أمام أعيننا ما لم يجدَّ شيء”. ورغم ذلك، فلا يوجد أي مؤشر على أن عجز مجلس الأمن سينتهي في وقت قريب. لقد فشل حامي السلام والأمن الدولي في الوفاء بمهمته التي كلفه بها ميثاق الأمم المتحدة، وفشل في تحمل مسؤوليته عن حماية الشعب السوري.
لهذا السبب، نطالب، نحن تحالف عالمي يضم 223 منظمة المجتمع المدني، وبشكل عاجل، الدول الأعضاء في الأمم المتحدة أن تتدخل وتطلب عقد جلسة خاصة طارئة للجمعية العامة للأمم المتحدة لإنهاء كل الهجمات غير المشروعة في حلب وفي بقية أنحاء سوريا، والنفاذ الفوري وغير المعوق للمساعدات الإنسانية حتى تصل تلك المساعدات المنقذة للحياة إلى كل محتاجيها. وبالإضافة إلى ذلك ينبغي أن تنظر الدول الأعضاء في السبل الممكنة لتقديم مقترفي الجرائم الخطيرة، التي تمثل خرقًا للقانون الدولي، من كل الأطراف، إلى العدالة.
نحن نرحب قيادة كندا ببحث تحرك الجمعية العامة للأمم المتحدة ونحث بقوة كل الدول الأعضاء على الانضمام إلى هذه الدول ال٧٣ ودعم مبادرتها. ويجب أن تعمل تلك الدول على عقد جلسة طارئة خاصة للجمعية العامة في أسرع وقت ممكن، كما فعلت الدول الأعضاء بالمنظمة الدولية في السابق عندما وصل مجلس الأمن من إلى طريق مسدود.
ونطالب، على وجه الخصوص، الدول الـ 112 الداعمة لمدونة سلوك “المساءلة والاتساق والشفافية”، والتي تشتمل على التعهد بدعم “التحرك الحاسم في الوقت المناسب” الهادف إلى منع أو إنهاء ارتكاب تطهير عرقي أو جرائم ضد الإنسانية أو جرائم حرب، نطالبها بالانضمام إلى هذه المساعي، وأن تعزز بفاعلية تحركًا حقيقيًا من خلال الجمعية العامة للأمم المتحدة.
عدم التحرك لا ينبغي أن يكون خيارًا. يجب على الدول الأعضاء في الأمم المتحدة أن تستخدم كل ما لديها من أدوات دبلوماسية لوقف الفظائع وحماية ملايين المدنيين في سوريا. حكم التاريخ سيكون قاسيًا على من سيفشلون في تحمل مسؤولياتهم.
