Later the same day, more footage appeared online in which the same man appeared naked, bearing the marks of torture, and made a forced apology to the people of Deir ez-Zor province.<\/p>\n<p style=\"text-align: justify;\">Syrians for Truth and Justice (STJ) inspected the two circulated videos and investigated the incident. Our researchers discovered that eight members of the 20<sup>th<\/sup> Division\u2019s Suqour al-Sunna\/al-Sunna Hawks group, led by Hassan Abu al-Nour, arrested Ali Sultan al-Faraj, born in 2001 in Suluk district, Raqqa. The members captured Ali from a caf\u00e9 and took him to an abandoned house near the village of <a href=\"https:\/\/www.google.com\/maps\/place\/%D9%85%D8%B3%D8%AA%D9%88%D8%B5%D9%81+%D8%B9%D9%84%D9%8A+%D8%A8%D8%A7%D8%AC%D9%84%D9%8A%D8%A9%E2%80%AD\/@36.5441151,38.9923786,14z\/data=!4m5!3m4!1s0x1536bd3e1e93efbf:0xf82a3c0d10d3e316!8m2!3d36.5441147!4d38.9748691\">Ali Bajliyah<\/a>, northern Raqqa, stripped him, and tortured him for an hour and a half using cables and hoses. This incident occurred on 7 September 2021 \u2014 two days before the footage was published.<\/p>\n<p style=\"text-align: justify;\">The first video, which was 12 seconds long, showed Ali al-Faraj, naked, being brutally beaten while screaming and crying for help. In the second \u00a0video, which was 35 seconds, Ali stood naked and said:<\/p>\n<p style=\"text-align: justify;\">\u201cI am Ali Sultan al-Faraj from the village of Balwa of the Suluk district in Raqqa province. I wronged the people of Deir ez-Zor and so I apologize to them.\u201d<\/p>\n<p style=\"text-align: justify;\">The members of Suqour al-Sunna\/al-Sunna Hawks group who arrested Ali threw him on a side road near the village of Hammam al-Turkman after torturing him. On 9 September members of the Naeem and al-Jameel clans demonstrated in front of the Suqour al-Sunna\/al-Sunna Hawks group headquarters in <a href=\"https:\/\/www.google.com\/maps\/place\/Suluk%D8%8C+%D8%B3%D9%88%D8%B1%D9%8A%D8%A7%E2%80%AD\/@36.5964571,39.1471841,14z\/data=!3m1!4b1!4m5!3m4!1s0x15369ce114c951f9:0x1ab4050fc731bc19!8m2!3d36.5955942!4d39.1283506\">Suluk<\/a>, demanding the group exit the town. The source cited that a surveillance camera in the caf\u00e9 where Ali was arrested caught footage of those who seized Ali \u2014 individuals who were identified as members of the Suqour al-Sunna\/al-Sunna Hawks group. Moreover, street surveillance cameras captured footage of a vehicle belonging to the Suqour al-Sunna\/al-Sunna Hawks group the day of Ali\u2019s arrest passing checkpoints on the road to the village of Ali Bajliyah.<\/p>\n<p style=\"text-align: justify;\">The same source confirmed that Ali al-Faraj was arrested following a dispute with a commander in the Suqour al-Sunna\/al-Sunna Hawks currently residing in Turkey:<\/p>\n<p style=\"text-align: justify;\">\u201cThe commander of the group residing in Turkey<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> \u00a0told members under him to arrest Ali and film him apologizing to the people of Deir ez-Zor under torture.\u201d<\/p>\n<p style=\"text-align: justify;\">Local activists circulated photos of five members of the Suqour al-Sunna\/al-Sunna Hawks group claiming that they were responsible for arresting and torturing Ali al-Faraj. However, STJ has not been able to verify this information. The source in the 20<sup>th<\/sup> division claimed:<\/p>\n<p style=\"text-align: justify;\">\u201cThose who arrested Ali were eight members of the Suqour al-Sunna\/al-Sunna Hawks group, five of them were arrested while the three others are still at large. Those members have records of thefts, kidnappings, and arrests for money.\u201d<\/p>\n<p style=\"text-align: justify;\">On 10 September, Ali al-Faraj published a 59 second video in which he discussed his arrest and torture and confirmed that the perpetrators were members of the Suqour al-Sunna\/al-Sunna Hawks group.<\/p>\n<p><img decoding=\"async\" class=\" wp-image-14739 aligncenter\" src=\"https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/Ali-774x516.jpg\" alt=\"\" width=\"350\" height=\"233\" srcset=\"https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/Ali-774x516.jpg 774w, https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/Ali-675x450.jpg 675w, https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/Ali-768x512.jpg 768w, https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/Ali-780x516.jpg 780w, https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/Ali-585x390.jpg 585w, https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/Ali-263x175.jpg 263w, https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/Ali.jpg 900w\" sizes=\"(max-width: 350px) 100vw, 350px\" \/><\/p>\n<p style=\"text-align: center;\">Image 5: A screenshot from a video published by Ali al-Faraj, in which he detailed his arrest incident.<\/p>\n<p style=\"text-align: justify;\">After originally denying its connection to the incident, the Suqour al-Sunna\/al-Sunna Hawks group released a statement, also on 10 September, claiming responsibility for Ali\u2019s arrest and torture.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\" wp-image-14702 aligncenter\" src=\"https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/SH-Pic-7.jpg\" alt=\"\" width=\"350\" height=\"495\" srcset=\"https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/SH-Pic-7.jpg 364w, https:\/\/stj-sy.org\/wp-content\/uploads\/2021\/09\/SH-Pic-7-318x450.jpg 318w\" sizes=\"(max-width: 350px) 100vw, 350px\" \/><\/p>\n<p style=\"text-align: center;\">Image 6: A statement released by Suqour al-Sunna\/al-Sunna Hawks group on 10 September, claiming responsibility for arresting and torturing Ali.<\/p>\n<p style=\"text-align: justify;\">On the following day, the Suqour al-Sunna\/al-Sunna Hawks group arrested a civilian from the town of Suluk for criticizing the group\u2019s actions against Ali al-Faraj.<\/p>\n<p style=\"text-align: justify;\">It should be noted that the 20<sup>th<\/sup> Division, under which the Suqour al-Sunna\/al-Sunna Hawks group operates, has been involved in widespread human rights violations following Turkey\u2019s Operation Peace Spring, launched on 9 October 2019 in northeastern Syria. A <a href=\"https:\/\/stj-sy.org\/en\/illegal-transfer-of-dozens-of-syrian-detainees-into-turkey-following-operation-peace-spring\/\">joint report<\/a> presented by the Kurdish Committee for Human Rights-observer and STJ in July 2020 revealed that Syrian detainees were illegally transferred into Turkey by the Turkish government. Investigations showed that the 20<sup>th<\/sup> Division, led by Abu Barazan, arrested and kidnapped civilians in northeast Syria following Operation Peace Spring, and then surrendered them into the custody of the Turkish Army, which put them in Hilvan Prison in the Turkish state of Urfa.<\/p>\n<p style=\"text-align: justify;\">Furthermore, a Human Rights Watch (HRW) <a href=\"https:\/\/www.hrw.org\/news\/2021\/02\/03\/illegal-transfers-syrians-turkey\">report<\/a>, published February 2021, confirmed that many of the detainees who were forcibly transferred into Turkey were sentenced to life in prison. Additionally, the HRW report stated that the Turkish authorities, as an occupying power, are required to respect people\u2019s rights under the law of occupation in northeastern Syria, including the prohibition of arbitrary detention and the transfer of people to their territory.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a> The source withheld the commander\u2019s name.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 9 September 2021, footage circulated on social media showing a young Syrian man being tortured by members of the Turkish-backed Syrian National Army (SNA).
