{"id":1036,"date":"2018-12-04T14:48:29","date_gmt":"2018-12-04T14:48:29","guid":{"rendered":""},"modified":"-0001-11-30T00:00:00","modified_gmt":"-0001-11-29T21:00:00","slug":"1036","status":"publish","type":"post","link":"https:\/\/stj-sy.org\/en\/1036\/","title":{"rendered":"If you have never been a stateless, you won\u2019t know what injustice feels like"},"content":{"rendered":"<p style=\"direction: ltr; text-align: justify;\"><span style=\"font-size:14px;\">Just like thousands of other Syrian Kurds, Nareen was deprived of several rights: as a result of the census, carried out in 1962, she did not have a citizenship and access to education, and was not entitled to travel or vote. Still a <em>maktuma<\/em>, Nareen continues to suffer.<\/span><\/p>\n<p style=\"direction: ltr; text-align: justify;\"><span style=\"font-size:14px;\">Nareen Mattini was born in Qamishli in 1984. Her family was divided by the census, some becoming <em>maktumin<\/em>, and others <em>ajanib<\/em><em>.<\/em><a href=\"#_ftn1\" name=\"_ftnref1\" title=\"\"><sup><sup>[1]<\/sup><\/sup><\/a><em> S<\/em>he spoke to STJ field researcher in March 2018<span dir=\"RTL\">:<\/span><\/span><\/p>\n<p style=\"direction: ltr; text-align: justify;\"><span style=\"font-size:14px;\"><strong><span dir=\"RTL\">&quot;<\/span><\/strong><strong>It all started <\/strong><strong>with<\/strong><strong> the special census for al-Hasakah Governorate. The tragic irony about the census is that in some families one brother remained a citizen while the other was deprived of his citizenship and became <em>ajnabi<\/em><\/strong><strong>. I<\/strong><strong>n others<\/strong><strong>,<\/strong><strong> the father kept his Syrian citizenship but his wife and children lost <\/strong><strong>theirs,<\/strong><strong> or the other way round. I was classified as <em>maktuma<\/em>, while my husband is a citizen, and my father is <\/strong><strong><em>maktum<\/em><\/strong><strong> while my mother is <em>ajnabia<\/em>, so <\/strong><strong>are<\/strong><strong> my grandparents and uncles, who lost their Syrian citizenship by the census and became stateless. Thereby, we, Kurds, became strangers in our own country<\/strong><strong>.<\/strong> <strong>W<\/strong><strong>e<\/strong><strong>&rsquo;re<\/strong><strong> born and die illegally, since births resulting from marriages have no official records in the personal status department, especially if one of the parents is <\/strong><strong><em>maktum<\/em><\/strong><strong>. This census caused a continuing humanitarian catastrophe, preventing Kurds from <\/strong><strong>exercising <\/strong><strong>several rights, mainly the right to be <\/strong><strong>a<\/strong><strong> citizen, as well as the right <\/strong><strong>to<\/strong><strong> education, work, property, travel, marriage, vote and even stay in hotels<\/strong><strong><span dir=\"RTL\">.&nbsp; &quot;<\/span><\/strong><\/span><\/p>\n<p style=\"direction: ltr; text-align: justify;\"><span style=\"font-size:14px;\">Nareen submitted her papers to the Civil Status Department in Al-Qamishli several times trying to obtain citizenship, but in vain. In 2012, following the issuance of Decree No. <a href=\"http:\/\/parliament.gov.sy\/arabic\/index.php?node=201&amp;nid=4451&amp;RID=-1&amp;Last=10058&amp;First=0&amp;CurrentPage=12&amp;Vld=-1&amp;Mode=&amp;Service=-1&amp;Loc1=&amp;Key1=&amp;SDate=&amp;EDate=&amp;Year=&amp;Country=&amp;Num=&amp;Dep=-1&amp;\">49<\/a>, she resubmitted her papers to the Civil Status Department. The employees there told her that her papers were sent to al-Hasakah, and would be sent to Damascus later, but she came up with nothing<span dir=\"RTL\">:<\/span><\/span><\/p>\n<p style=\"direction: ltr; text-align: justify;\"><span style=\"font-size:14px;\"><strong><span dir=\"RTL\">&quot;<\/span><\/strong><strong>There have been so many difficulties, and we have always been excluded as <\/strong><strong><em>maktum<\/em><\/strong><strong><em>ee<\/em><\/strong><strong><em>n<\/em><\/strong><strong> Kurds. Me and my brothers didn&rsquo;t access to higher education after the secondary school, because we won&rsquo;t be given a certificate. We were also not permitted to travel abroad, or even between the governorates inside Syria<\/strong><strong>. A<\/strong><strong>gents of the military checkpoints, stationed along the road, always demand our IDs, and ask so many questions<\/strong><strong>.<\/strong><strong> I die a thousand times whenever I <\/strong><strong>am<\/strong><strong> in such a situation.
